CENTRAL FLACQ - RIVER BANKS - EMBELLISHMENT WORKS

(No. B/582) Mr D. Khamajeet (Second Member for Flacq & Bon Accueil) asked the Minister of Environment and Sustainable Development whether, in regard to the river banks found between the new market and the Winners Supermarket, at Central Flacq, he will state if consideration will be given for the carrying out of embellishment works and the creation of a green space thereat.

The Minister of Local Government and Outer Islands (Mr H. Aimée):  Mr Speaker, Sir, with you permission, I shall reply to this question.

I am informed by the Moka Flacq District Council that the land forming part of the river banks found between the new market and the Winners Supermarket at Central Flacq is privately owned.

Mr Khamajeet: Being given that Flacq is changing into a modern town, will the hon. Minister compel the Sugar Estate to upgrade the river bank and to always keep it neat and clean?

Mr Aimée:  I think ‘compel’ is a very hard word, but I will ask the Moka Flacq District Council to find ways and means, probably, through land acquisition or deal with the Sugar Estate to remedy the situation.

LA CAVERNE PONT BON DIEU, BELVEDERE/BRISEE VERDIERE - REHABILITATION WORKS

(No. B/711) Mr D. Khamajeet (Second Member for Flacq & Bon Accueil) asked the Minister of Environment and Sustainable Development whether, in regard to La Caverne Pont Bon Dieu at Belvedère/Brisée Verdière, he will state if consideration will be given for the -

(a)        rehabilitation thereof;

(b)        provision of facilities for climbing up and down same, and

(c)        carrying out of regular checks thereat by the Policede l’Environnement, with a view to averting dumping of waste thereat.

Mr Virahsawmy: Mr Deputy Speaker, Sir, I am informed that rehabilitation works, including provision of facilities to climb up and down, were undertaken at La Caverne Pont Bon Dieu in September 2009 by my Ministry.

A site visit effected on 04 July has revealed that all infrastructures in terms of fencing, metal handrails and steps have not sustained damage or loss.  However, overgrown trees, shrubs, bushes, weeds and creepers have entangled the fencing, and are making ease of access down the cave difficult for visitors.

Consideration will be given for rehabilitation of the site once again.  The local authority would then be requested to undertake maintenance of the site.  The Police de l’Environnement would be requested to make regular patrols as far as possible, in spite of its depleted resources.

Mr Khamajeet: Can I ask the hon. Minister the timeframe for rehabilitation works to start?

Mr Virahsawmy: I think everything should be completed within a three-month period.

Mr Bhagwan: Can I know from the hon. Minister whether a recent survey has been made concerning all these caverns which are under the responsibility of the Ministry of Environment?  Is there a list of priorities which has been set up as far as rehabilitation is concerned?  I am talking particularly about one in the constituency of the Minister, namely La Caverne Madame, which is in Roches Noires and which was rehabilitated a few years back.  Can the hon. Minister inform us what is the latest position concerning La Caverne Madame at Roches Noires?

Mr Virahsawmy: The latest position was raised two months back in this House, Mr Deputy Speaker, Sir, but I will find out when the surveys were carried out for all the case.

Mr Khamajeet: Being given that we have so much dumping materials  in this place, can I ask the hon. Minister if anyone has ever been booked, therefore, for illegal dumping?

Mr Virahsawmy: No, I am not aware of that, Mr Deputy Speaker, Sir.

LE DAUGUET AND THE SIGNAL MOUNTAIN HEALTH TRACKS - UPLIFTING

(No. A/359) Mr R. Bhagwan (First Member for Beau Bassin & Petite Rivière) asked the Minister of Environment and Sustainable Development whether, in regard to the Le Dauguet and the Signal Mountain health tracks, he will state if consideration will be given for the taking of immediate steps for a complete uplifting thereof.

Reply: My Ministry undertakes regular maintenance of the health tracks at Le Dauguet and Signal Mountain. Rehabilitation works were last undertaken in January 2010.

A new survey is presently being carried out to identify uplifting works which will be implemented subsequently.

POINTE DES LASCARS - WATERFRONT PROJECT

(No. B/928) Mrs P. Bholah (First Member for Piton & Rivière du Rempart) asked the Minister of Environment and Sustainable Development whether, in regard to the Waterfront project at Pointe des Lascars, initiated in 2004 and partly executed, he will state –

(a)        the steps taken, if any, to resume the implementation thereof, since 2005 to-date, and

(b)        if he has been informed that paviours that had already been installed thereat have disappeared since, and, if so, indicate if same has been reported to the Police.

Mr Virahsawmy: Mr Deputy Speaker, Sir, tenders for the implementation of the Waterfront project at Pointe des Lascars were launched in June 2004. However, the project was considerably delayed due to the problems of squatters and outstanding works by the contractor. In February 2007, the contract for the project was terminated in view of lengthy delays and extended duration of works and the contractor's inability to complete the works.

For part (a) of the question, after the problem of squatters was resolved, the services of a consultant were hired by my Ministry and tenders were launched to complete the remaining upgrading works at the waterfront of Pointe des Lascars. However, that exercise had to be cancelled before the award of the contract because all financial submissions received were substantially above the estimated cost.

            With a view to expediting the completion of the project, my Ministry has now approached the Ministry of Public Infrastructure, National Development Unit, Land Transport and Shipping to execute part of the uncompleted works through its annual contractor. My Ministry will carry out the remaining minor upgrading and embellishment works.

As for part (b), I am informed that the paviours place at the sites had disappeared in spite of regular Police patrols.
