Introductory Note
The development of a larger number of international environment agreements
from 140 to about 700 , the Rio Conference on Environment and Development in
1992, shows that the world is becoming more and more conscious of the severity
of many environmental issues which require global action.
As a small island state with a fragile ecosystem and limited resources, the
Republic of Mauritius is fully conscious of the serious consequences resulting
from the degradation of the global environment and its impact on the quality
of life, health and on the economy. As the causes and effects of environmental
factors cross-national boundaries, pollution problems have to be addressed
in a spirit of co-operation from the world community, Mauritius has thus signed
some 38 environment
related Conventions and Protocols, which are legally binding.
Actions have been undertaken by different stakeholders namely Ministries, Non
- Governmental Organisations among others. However, as at to-date, progress
has been limited to a few active conventions.
As the number of Multilateral Environmental Agreements (MEAs) signed by Mauritius
has lately increased, Government is faced with the challenge of managing a
growing body of commitments within limited resources. The Government of Mauritius
has thus enlisted Implementation of International Environmental Agreements
in its 2005 -2010 Programme. The Environment Protection Act is being amended
to set up a high level Ministerial Committee to co-ordinate implementation
of the environmental conventions.
The main objective of the administrative
set up involves domestication of laws, encouraging synergies
within and between clusters of
MEAs and other measures to increase compliance.
