[Curepipe and Midlands-Flood Prone Areas] [Kyoto Protocol - Carbon Credits – Sale] [Bois Cheri Road/Chateau Valory, Moka – Cleaning Campaign]

CUREPIPE AND MIDLANDS – FLOOD PRONE AREAS

(No. B/333) Mrs M. Martin (Second Member for Curepipe & Midlands) asked the Minister of Environment & National Development Unit whether, in regard to regular flood prone areas in the Constituency No. 17, Curepipe and Midlands, he will state the –

(a)      number thereof falling under the purview of his Ministry, and

(b)      remedial measures Government proposes to take, giving details of each project, especially in terms of cost and time frame.

Reply: The information sought, which will be tabled in due course in the National Assembly, comprises the following lists:

(i)         flood prone areas listed in GIBB’s Report of 2003;

(ii)        drain projects completed since  financial year 2007/2008 to date;

(iii)       ongoing projects since financial year 2007/2008 to date, and

(iv)       drains projects in pipeline.

Further I would also like to inform the House that bids for the dredging of rivers, clearing and consolidation of river banks in the region of Curepipe was invited by the Environment Division of my Ministry on 23 March 2009 with closing date on 02 April 2009.

The contract for the works has been awarded on 6 April 200

KYOTO PROTOCOL - CARBON CREDITS - SALE

(No. B/569) Mr A. Ganoo (First Member for Savanne & Black River) asked the Minister of Environment and National Development Unit whether he will state the projects which have benefited from the proceeds of the sale of carbon credit under the Kyoto Protocol, indicating where the funds have been credited.

Mr Bundhoo: Mr Deputy Speaker, Sir, as at to date, there is no project in Mauritius which has benefited from the proceeds from the sale of carbon credit under the Kyoto Protocol.

However, I would like to inform the House that my Ministry, as the Designated National Authority for the Clean Development Mechanism, has issued Host Country “Letters of Approval” as required under the Kyoto Protocol to two projects.

More recently, that is, on 23 December 2008, the Designated National Authority has issued “Letters of No Objection” for the Britannia 25 Mega Watt Wind Farm and the Bigara Wind Farm Projects. Both projects were submitted through the United Nations Development Programme on 17 December 2008 under their Millennium Development Goal Facility.

            Mr Ganoo: Mr Deputy Speaker, Sir, since the Kyoto trading period only applies for five years ending in 2012, can I ask the hon. Minister what are the hopes that ultimately we will be able to benefit from the sale of carbon credits?

Mr Bundhoo: It is quite, unfortunate, Mr Deputy Speaker, Sir, that those which have been submitted were not qualified so the hopes depend on the future negotiations under the new criteria

BOIS CHÉRI ROAD/CHATEAU VAL ORY, MOKA – CLEANING CAMPAIGN

(No. B/759) Dr. P. Ramloll (Third Member for Quartier Militaire & Moka) asked the Minister of Environment and National Development Unit whether in regard to Constituency No. 8, Quartier Militaire and Moka, particularly in the regions of Bois Chéri Road, Chateau Val Ory, he will state the urgent measures that will be taken to clean these areas in view of the threat of the Dengue fever and in order to ensure the security of the inhabitants.

 

The Minister of Local Government, Rodrigues and Outer Islands (Dr. J. B. David):  Mr Deputy Speaker, Sir, with your permission, I will reply to this question.

 

I am informed that a special cleaning campaign and embellishment works were carried out in the regions of Bois Chéri Road and Chateau Val Ory in collaboration with the Road Development Authority, Non Governmental Organisations and the Village Council of Moka on 30 May 2009 and 06 June 2009.

 

Furthermore, regular cleaning and scavenging services are being assured by the District Council throughout its council area.

 

Dr. Ramloll: I thank the hon. Minister for the answer, but, I think, a fresh visit of the area will reveal that it is coming back to the original state. So, in view of the impending danger of Dengue fever, can that be attended to again?

Dr. David: Yes, I will pass on the message to the District Council.
