Port Louis Harbour Oil Spill Plan

Purpose of Plan

• The purpose of this plan is to provide an effective response in the event of an oil spill incident within the jurisdiction of Port Louis Harbour.

• The plan is designed to operate for all spills using the Tiered concept response.

• The Plan covers the role, duties and responsibilities of parties listed in Section 2.

• The plan aims to mitigate the effects of a spill by having fully developed contingency plans which are regularly practised, reviewed and improved.

• The plan urges the parties to continually dialogue, develop and agree on response strategies to a range of spill scenarios and to integrate the individual existing contingency plans.

Scope of Plan

It is the policy of the Government of Mauritius that all operators in the port conduct their activities in such a way as:

a. to protect and conserve the marine, terrestrial and air environment

b. to take foremost account of health and safety of all employees

c. to promote measures to prevent damage to the environment with established procedures and good housekeeping practices

d. to comply with the requirements of relevant legislation

e. to develop, update and rehearse on-site and off-site contingency arrangements.
