Abstract
The Planning
and Development Act (PDA) is a new and modem piece of
legislation enacted to bring the planning exercise more in
tune with the requirements of today's changes and the
challenges (Globalization, structural changes in the economy,
need to provide for new sectors of activities). It gives a
legal status to the National Development Strategy which had
remained as a vision document only. However, only a few
sections of the PDA 2004 have been proclaimed to date. These
are as follows:
